Reporting to the VP of Facilities, this position is the operational, technical and accountable leader within the Facilities Department to implement the five-year Master Plan construction portfolio.
As a leader within the Facilities team, the position will support the Vice President of Facilities in executive reporting to the governance boards, senior leadership team, management groups, medical staff and clinical areas in the hospital’s decision-making processes regarding all attributes of the master plan construction.
The program includes the development of new construction and infrastructure upgrades with the main goal of providing long term building solutions that are innovative, efficient, sustainable and adaptable. Specific duties are outlined below and include the responsibility for the performance of the project team and outsourced consultants, construction managers or general contractors, detailed tracking of project budgets and schedules, mitigation of risks, regulatory compliance, quality of work and safety programs. Project Management
Responsible for the implementation of best practices for all aspects of construction portfolio with emphasis on construction implementation via management of construction managers, general contractors and other construction consultants.
Oversees all project controls related to budget, quality and scheduled stewardship, and implements operating procedures and standards for the Master Plan Team including appropriate auditing and monitoring systems.
Responsible for project completion and occupancy with emphasis construction closeout, commissioning of mechanical equipment and systems, scheduling of equipment deliveries and startups, coordinating and working with all regulatory agencies, development and implementation of staff orientation and education and financial closet out.
Responsible for the team building, supervision and management of approximately 20 full and part-time FTEs (in house and staff extension)
Responsible for technical adherence to job specifications, quality of work placed, safety, and regulatory compliance.
Liaison with the City of White Plains with focus on transparency, communication and further relationship building with City Departments (Building Department, Department of Public Works, Transportation/Parking and Planning) to support the successful approval of the Site Plans and implementation of the Master Plan.
Responsible for obtaining the Certificate of Need from the New York State Department of Health.
Assures compliance with Federal, State, and Local regulations and accreditation standards. Including: The Joint Commission, the Accreditation of Healthcare Organizations, New York State Building and Health Departments, City Building and Public Safety Departments, National Fire Protection Association standards, FGI Guidelines for Design and Construction of Hospitals, and others as required by individual projects.

Responsible for project budgets and cash flows to be presented to the Administration, Trustees and regulatory agencies.
Responsible for performance of design consultants and construction contractors as required by ongoing projects. Including review of design documents for compliance with end user programs, facility standards and needs, regulatory agency requirements and codes.
Education & Experience Requirements
Bachelor’s Degree in Architecture, Engineering or Construction Management required.
Professional work experience to include over 15 to 20 years in construction/facilities project management including experience in development, design and construction related to Master Plan Implementations
Extensive experience managing a department of more than 20 FTE
Thorough understanding of Healthcare Design Guidelines, NFPA Codes, International Building Codes, Joint Commission requirements and Department of Health Regulations.
